EPCG NET Budva is one of the most eminent energy conferences in the Southeast Europe region. It gathers between 200 and 250 participants, including the most prominent regional and European figures in the field of electricity: university professors, scientific researchers, representatives of energy companies, and other stakeholders—both theorists and practitioners.
The organizer of EPCG NET Budva is Elektroprivreda Crne Gore AD Nikšić in cooperation with the Association of Energy Specialists.
EPCG NET Budva is held annually at the end of May or the beginning of June with the intention of finding the most optimal solutions and answers important for the further development of the energy sector through expert panels, exchange of experiences, and dialogue. The focus is on new energy trends in the field of renewable energy sources (RES), energy transition, i.e., the possibilities and conditions for the construction of new sources for the production of so-called green energy, using the most advanced technologies.
This year, EPCG NET Budva is being held for the third time, on May 30 and June 1 at the “Avala” hotel in Budva. The program for EPCG NET Budva 2024 includes five panels on current topics.
EPCG NET will be officially opened this year by the President of the Board of Directors of EPCG, Milutin Đukanović.

Nikola Rovčanin was born on July 13, 1984, in Pljevlja. He is a graduate lawyer by profession. He has held a series of responsible positions. Since 2014, he has been a councilor in the Municipal Assembly of Pljevlja. Since 2009, he has been employed at "Vodovod" Pljevlja LLC, where he has worked as a legal consultant, secretary of the Board of Directors, head of the General, Legal and Personnel Affairs Department, and legal advisor. For over a decade, he has represented the company in courts and state institutions. He has been active in trade unions at the state and local levels.

Prof. Nikola Rajaković, PhD, had spent decades teaching the subjects related to electric energy systems at the Faculty of Electrical Engineering in Belgrade.
As a mentor he managed development of more than 150 graduate theses, over 25 master's theses and was also a mentor for the development of 14 doctoral theses.
Between 2002 and 2004 he was vice-dean of the Faculty of Electrical Engineering, chairman of the Board of Directors of the Public Company TPP "Kostolac" and chairman of the Board of Directors of the Public Company "Electric Power Utility of Serbia".
He held the position of the State Secretary in the Ministry of Mining and Power Engineering between 2008 and 2011. During this term of his Serbia had introduced the tariff system in order to stimulate more intense utilization of renewable energy sources.
Prof. Nikola Rajaković, PhD, was the consultant hired by the World Bank.
Since 2004 he has been the president of the Association of Energy Sector Specialists of Serbia, leading expert organization in the area of power engineering, and the consultant for energy projects, primarily the projects on renewable energy sources.

Ivan Mrvaljević is Executive Officer of the Directorate for Development and Investments of EPCG. He is responsible for development of new renewable energy projects in Montenegro. He is a member of the Association of Energy and Mining in the Chamber of Commerce of Montenegro. He is a member of the inter-institutional working groups for the preparation of the National Climate and Energy Plan (NECP), national Strategy of smart specialization (in
cooperation with the Joint Research Center of the European Commission) and negotiations for chapter 15 – energy. He is EPCG's representative in the International Hydropower Association
(IHA).

Milutin Đukanović was born in Nikšić on September 22, 1963, where he completed elementary and high school. He graduated from the Faculty of Electrical Engineering in Podgorica. Between 1992 and 2012 we was employed in Elektroprivreda AD Nikšić, in the following positions: IS Programmer (1992-1995), Developer in the IS Department (1995-1996), Developer-Specialist in the IS Department (1997-2006), Head of the Developing and Programming Department (2006-2010), Manager of the Development and Implementation of Business Solutions Sector (2010-2012) and Coordinator for introduction of the new Billing System (2011-2012).
He served as a representative in Montenegro’s Parliament from 2012 until 2020. Between 2012 and 2016 he was a member of the Committee for Budget, Economy and Finance and a member of the Commission for Monitoring and Control of the Privatisation Procedure as well as a member of the Administrative Committee (2016-2020). He served as a Chairman of the ’’Demokratski front’’ parliamentary group (Democratic Front) between 2015 and 2020. From 2003 until 2011, he was a Chairman of the Nikšić Municipal Committee of ’’Nova sprska demokratija’’ (New Serb Democracy Party). Since 2009 he has been holding the position of the Chairman of the Executive Committee of ’’Nova srpska demokratija’’, where he also served as a memeber of the presidency thereof.
He was representative for two terms in the Municipal Assembly of Nikšić. He is familiar with programming languages SQL Oracle navigator, Visual Fox Pro, Visual Basic, Clipper and Mat Lab.
Head of Electricity Unit at the Energy Community Secretariat
Jasmina Trhulj is a Diploma Electrical Engineer for Power Systems employed as Head of Electricity Unit at the Energy Community Secretariat in Vienna. Her 24-year professional career is dedicated to the development of the electricity markets in line with the EU acquis. Currently, her responsibilities include activities on facilitating electricity market developments in the Energy Community Contracting Parties and their integration at regional and European level.
Her career in the energy sector started as a research and development assistant at Mihajlo Pupin Institute in Belgrade. She was responsible for development of software applications for power system operation and control. She obtained seven years of regulatory experience at the Energy Agency of the Republic of Serbia (AERS), where she was employed as senior expert for electricity, responsible for the development and monitoring of the electricity market in Serbia.
Since May 2013, she has been employed at the Energy Community Secretariat, initially as Energy Market Expert in the Electricity Unit. In addition to her tasks as Head of Unit, she was also a manager of an EU-funded project for regional energy market connectivity in the Western Balkans.
She graduated from the School of Electrical Engineering of the University of Belgrade, Serbia. She is author of number of paper and articles published and presented in the national and international conferences.

Miroslav Tomašević “Electric Power Utility of Serbia . Was born in 1966 .and he is a graduated electrical engineer. He graduated from the Faculty of Electrical Engineering in Belgrade. Since 2009, he was a member of the Team for compliance with EU standards in the field of mining related to electrical engineering. Between 2013 and 2015, then the first man of the Transformation Office in the Public Company “Electric Power Utility of Serbia” in the period 2015 - 2016. Since May 2016 he was engaged in the activities performed by manager of the Department for the implementation of new facilities and investments in thermal power plants, hydro power plants and renewable energy sources. From May through December 2021 he was the first man in the area of energy generation in the branch of TPP “Kostolac” and then executive manager for energy generation-related technical affairs in the Public Company “Electric Power Utility of Serbia” in the period December 2021 - March 2022. By the Decision of Serbia’s Government of 3 March 2022 he was appointed acting manager of the Public Company “Electric Power Utility of Serbia”.

Ivan Koprivica was born on 21 October 1986 in Bijeljina. He completed preliminary and high school of electrical engineering in Trebinje. Upon completion of high school, he enrolled in the Faculty of Technical Sciences in Novi Sad, study program Energetics, Electronics and Telecommunications, course Electric Power Systems, where he obtained a master’s degree Engineer of Electrical Engineering and Computer Science. He defended his master thesis in 2012.
Since 1 April 2012 he has been employed in the Mixed Holding “Electric Power Utility of the Republic of Srpska”, Parent Company Trebinje, where performed the following activities: independent dispatcher, lead dispatcher, head of the generation management department, main engineer for the investment maintenance, head of the department for relations with regulators and mutual economic relations.
He has been appointed the executive officer for technical affairs since 12 April 2022.

Yann GUINARD is the Vice President System, Networks and Storage Development and Area manager Central & Eastern Europe at EDF International Division.
Starting out at the Ministry of Foreign Affairs of France, he then moved to strategic consulting, developing a 10 years’ experience in business strategy and operational excellence in the fields of Aerospace and Manufacturing industries, leading assignments and teams in several European countries and North America.
In 2009, Y. GUINARD joined the Industrial Department of Framatome (then AREVA), before he was appointed in 2013 Vice President Strategy and member of the Executive Committee of the Nuclear Fuel Business Unit (1.5 Bn EUR revenues, 4000 employees), where he took charge of global industrial footprint optimization, led the restructuring of foreign activities with local shareholders and banks, and managed key M&A projects.
In 2016, he was appointed Managing Director of CERCA™, a Division of Framatome and world leader in Science and Medicine nuclear applications. He carried out the turnaround of the activity, including development of customer base, new product development, world class R&D and the management of a multi-year investment program aimed at securing long-term supply of neutron sources and medical isotopes to research centers and patients worldwide.

Matija Tadić is a project manager responsible for the energy sector in the KfW Office Belgrade. He is responsible for developing new projects in the areas of renewable energy sources, energy efficiency, energy transmission, environmental protection and sector reforms. During his career at KfW, he managed the implementation of numerous projects in the region, such as financing of the construction of new renewable energy sources, energy efficiency in public buildings and the Trans-Balkan Electricity Corridor. He has extensive experience in the field of managing EU grant funds. The focus of his work is energy transition and transformation of the economny to a circular model. He holds a master’s degree in electrical engineering from the University of Belgrade, Faculty of Electrical Engineering.

Ivan Asanović was born in 1982 in Podgorica. He graduated from the Faculty of Electrical Engineering of the University of Montenegro in Podgorica, earning the degree of graduated electrical engineer – energy and automation department.
His professional career began in 2005 in the international construction company CYVAS General Trade LTD – Cyprus. His employment in Elektroprivreda Crne Gore – FU Transmission began in 2006 as an engineer for maintenance of substations in the Maintenance Department. Since 2009, he was deployed to the position of the chief engineer for maintenance of substations.
Since 2010, he took part in implementation of the international investment project of undersea interconnection line Montenegro-Italy. In the period 2011-2019, he was head of the Department for Secondary and Information Systems, and since September 2021, he has been performing the duty of the Chief Executive Officer in CGES.
He is a member of the Chamber of Engineers of Montenegro, as well as the national and Paris committee of CIGRE.

Prof. doctor of science, Ranko Goić was born in Supetar, Brač island in 1969. He graduated, mastered and got a PhD degree from the Faculty of electrical engineering, mechanical engineering and naval architecture - Department for electrical/power engineering (in 1992, 1997 and 2002 respectively). Ever since his graduation he has been employed at the same Faculty i.e. in the Electric power Bureau holding a status of a full professor.
Since 1994 he has been, concurrently, running a Company Fractal LLC Company, as a founder and co-owner thereof, dealing with engineering and consulting in development, preparatory works, contracting, constructing and operating of RES (wind and solar plants) in Croatia, Serbia, B&H, Montenegro, Hungary, Israel, Spain and a few more EU countries.
Areas of scientific and professional expertise, he is involved in, encompass analysing and planning of transmission and distribution networks operation and construction, modelling, simulation, optimisation and economics of electric power system operation, renewable energy sources and the electricity market. He published over 30 scientific works in journals indexed in CC databases as well as many other professional and scientific papers.

My biography in brief - I was born in Zagreb, graduated from the Faculty of Electrical Engineering in Podgorica, more than 15 years of working experience in energy sector, data analytics, computers science and electricity trading. I worked in the Electric Power Utility of Montenegro as one of the first energy traders at the time when the trading floor had been established in Nikšić. I was also tasked with market development in the Montenegrin Electricity Market Operator-COTEE. Over the course of last 6 years I hold the position of a technical manager of the Montenegrin Power Exchange, which has successfully started operating in April this year.

Miloš Mladenović has graduated in Faculty of Electrical Engineering in 1995 at University of Belgrade. He joined EPS in 1998, working in the field of real-time System operation. After the establishment of the Serbian TSO (EMS), starting from 2005 he has played important role in the emerging process of the electricity sector unbundling and liberalization of the Serbian electricity market. In 2008, he becomes the Assistant General Manager for System and Market operation in EMS, while in 2010 he was appointed as the Executive Manager for System and Market operation in EMS, performing executive management role for System and Market operation issues. Starting from 2012, he has worked as a Director for International and Regulatory Affairs, at the same time performing the role of the ENTSO-E Board and ENTSO-E Market Committee member, as well as the Convenor of the ENTSO-E Regional group for SEE. With comprehensive regional and European experience, he becomes one of the key players in the process of the SEE Electricity Market integration and EU Target Model implementation in the SEE region. Since July 2015, he works as a Managing Director of SEEPEX (Southeast European Power Exchange), JSC established by EMS and EPEX SPOT. Since December 2022, he is also appointed as a member of the Management Board of ADEX Group, regional Power exchange established in the form of corporate merging of SEEPEX and BSP (Slovenian PX). Maja is a wind industry development pioneer given that she is a co-owner and director of the first large scale wind project in Serbia as well as engaged in the Wind Energy Association of Serbia.
She has more than two decades of experience in the renewable energy sector, encompassing a wide range of different roles and engagements starting from the Electric enterprise restructuring up to RES policy creation and development. One of her most notable engagements was the function she had as an Assistant to the Minister of energy in the Ministry of energy in the Government of Serbia.
Maja possesses a Master Degree in the electric power systems engineering, conferred by the Faculty of electrical engineering in Belgrade and an MBA diploma of Imperial College business school in London.
Her contribution to the community is reflected in her active engagement with several NGOs devoted to empowering the youth in Serbia, a membership in Pexim foundation. She is a cofounder of WISE SEE network (Women in sustainable energy) devoted to empowering of women in the industry. Furthermore, she is constantly working on innovative ways to decarbonize our planet, by actively participating in the regional network of independent research centres for the energy transition SE3T.net.

Ervin Leko was born in 1970. He graduated from the Faculty of Electrical Engineering in Split.
Early in his career he performed activities related to electricity generation in the Public Company “Electric Power Utility of Herceg Bosna d.d. Mostar“, having been deployed to various job positions such as maintenance engineer in HPP “Mostar“, manager of technical activities, manager of the generation management department and other positions in the Electric Power Company. While he was employed in the area of electricity generation, he was the task manager for SCADA System and Telecommunications Project in Bosnia and Herzegovina, in the part related to the Electric Power Utility. In addition to other different activities, it is to be particularly emphasized that in Bosnia and Herzegovina he was a member of the first Technical committee for development of the first Grid Code and first market rules for energy system of Bosnia and Herzegovina. He took part in many professional meetings, symposiums and conferences in the region, particularly those related to electricity generation and electricity market. Since 2015, he has been performing the activities of a manager of Electricity Market Sector in which period he has been actively engaged in a number of working professional meetings regarding establishment of electricity market in BiH and wider region.

Željko Marković is an expert in business design and configuration of utilities, electricity market organization, tariff design for use of TSO and DSO and electricity prices, TSO, DSO and utility energy planning and development and conventional and RES power plants development. Zeljko has 25+ years of experience in Energy
& Resources industry, and 20 years he has spent working in the field of electricity distribution, sale of electricity and capital project development in Public Enterprise
Power industry of Serbia (EPS) and DSO Electrical distribution of Serbia (EDS). His career has included CEO roles in Serbian leading electricity supplier “EPS Supply” selling about 35 TWh of electricity per year and Director of EPS’s Department for electricity distribution. From 1997 until 2007, Zeljko was engaged as teaching and research associate in Faculty of electrical engineering, University of Belgrade.
Taking part in the working groups established by the Serbian Government on the preparation of several laws and by laws, including the last Energy Law and Law on use of RES, he was engaged on harmonizing Serbian legislation with the relevant
EU energy legislative and regulatory framework. He has also cooperated with Energy Agency of Republic of Serbia (Serbian regulatory agency) in preparation and adopting of methodology for setting tariff elements for pricing of use of transmission and distribution system and last resort supply.
He is a member of the IEEE, and the holder of the IEEE Power & Energy Society Chapter Outstanding Engineer Award for 2016, for valuable contributions to the electric power industry as a researcher and as a manager.
He is a member of the Serbian Chamber of Engineers, and he is licensed as a responsible designer for high and medium voltage electrical installations - switchgear and power transmission, and low and medium voltage electrical installations.
From 2016 until 2023 he was a member of the Commission for issuing energy infrastructure licenses at the Ministry of Construction, Transport and Infrastructure.
Zeljko joined Deloitte in 2017, and he is Deloitte’s Energy, Resources & Industries leader for CE South cluster (Slovenia, Croatia, Serbia, Montenegro, Bosnia & Herzegovina, North Macedonia, Bulgaria, Albania and Kosovo*).

Tomislav Rajić was born in 1989 in Belgrade. He graduated from the Faculty of Electrical Engineering in Belgrade where he also earned his master and PhD degree. In the period 2013-2014, he was employed in the Institute of Electrical Engineering Nikola Tesla in the Centre for Electrical Measurements. Since January 2014, he has been employed in the Faculty of Electrical Engineering in Belgrade firstly as teaching assistant, then as assistant and currently the assistant professor. He took part in development of many elaborates, studies and projects. He is author of a number of papers published in the magazines from SCI list, domestic magazines and collection of papers from the international, regional and domestic conferences. He is a member of CIGRE Serbia in A3 and D1 committees where he also performns the tasks of a secretary. Also, he is a member of the Institute for Standardization of Serbia in N081 committee. He passed professional exams for development of technical documents from the narrow expert fields related to electric power installations and electric motor drives, i.e. electricity generation and transmission.

Zeljko Pekic was born in Bar, where he completed the primary school. He completed Secondary School of Electrical Engineering in Podgorica where he also graduated from the Faculty of Electrical Engineering. He was employed as system engineer, senior laboratory assistant and assistant at the Maritime Faculty of Kotor for eight and a half years. He was engaged as a system security specialist in CKB for a year, and then as a system security specialist in EPCG also for the period of one year. He currently holds the position of the manager of 30MW Solari 3000+ and 500+ projects in EPCG, as well as manager of the project 70MW Solari 5000+, as well as Executive manager of the Directorate for Renewable Energy Sources.

Martin Ćalasan, PhD, Assistant Professor at the Faculty of Electrical Engineering of the University of Montenegro, was born in 1986 in Plužine, Montenegro. He graduated from the Faculty of Electrical Engineering of the University of Montenegro in Podgorica, which he had enrolled in 2005 and completed in June 2009 with an average grade 9.95, and had received his M.S. in 2010 titled “Simulation Modeling and Static Excitation System Operation of Synchronous Generators in HPP Perućica“, average grade "A" (10.00). So far, he has published more than 50 papers in the leading international SCI/SCIE indexed journals. Also, he published about 140 scientific and expert papers in other international, regional and national journals, as well as at the international and local science conferences. Expert activity of Martin Ćalasan, PhD, Assistant Professor, is reflected in the development of a great number of projects, studies and studies of expertise. In addition, he was engaged in more than 30 committees consisting of expert witnesses from the Faculty of Electrical Engineering, regarding court cases which required provision of a scientific expertise of the Faculty of Electrical Engineering.

Mr. Pablo Obrador is heading the Energy and Mobility Division for South East and Turkey at KfW Development Bank. He received his B.S. on environmental sciences from the Alfonso X El Sabio University in Madrid, Spain, and his M.A. on Environment Policy and Public Management from the Free University of Berlin, Germany. He began his professional career being in charge of analysing climate projects and investments in Asia and Latin America for the Frankfurt based climate investment advisor First Climate GmbH. From 2007 to 2008 he headed First Climate’s Latin American Unit based in Santiago de Chile. In 2008 he joined the Climate Fund of the German State Bank KfW located in KfW’s headquarters in Frankfurt. After his three-year experience as Project Manager responsible of KfW’s Climate Fund’s Latin American portfolio he moved to KfW Development Bank to manage the energy portfolio with of the German financial cooperation with Mexico. At this position he contributed to structure different financing programmes for the promotion of renewable energy and energy efficiency, mainly in cooperation with multilateral and national development banks. From 2013 to 2017 he acted as Director of KfW`s regional representation office for Mexico, Nicaragua und Costa Rica based in Mexico city. Since 2018 he is heading the Energy and Mobility Division for South East and Turkey at KfW Development Bank at KfW’s Headquarters in Frankfurt am Main, Germany.

Francesco Corbo joined the EBRD in May 2006 as a Senior Advisor to the WBLEF Skopje (covering North Macedonia, Kosovo and Montenegro) and since 2010 joined the EBRD Energy sector team focusing on Renewables and investments in SOEs. He is currently Regional Head of Western Balkans, Energy Europe covering the Western Balkans countries and Croatia, leading a team of bankers focused on delivering investments in Renewable energy and supporting the implementation of the regional green agenda.
He holds a B.A. Honours applied Economics, Laurea in Economia, Finance specialization, from the Univeristy La Sapienza, Rome and a MSc in European Studies and International Relations, Univeristy La Sapienza, Rome, Italy.
Country Manager for Bosnia and Herzegovina and Montenegro
Christopher Sheldon joined as Country Manager in July 2021 and is responsible for the overall World Bank program in Bosnia and Herzegovina, and Montenegro covering diverse sectors including the financial, business climate, health, water, transport, energy, environment, governance, agriculture, forestry, and employment sectors. Most recently he held the position of Practice Manager with the Energy and Extractives Global Practice, in the Infrastructure Practice Group of the World Bank. He had responsibility for the Extractives unit’s operations in all six regions of the Bank and the global trust funded programs. Christopher joined the Bank in 1999 and worked on diverse sector issues including legal and fiscal policy, private sector investment, environmental sustainability, community development, transparency and governance.
Before joining the World Bank, Christopher had a 10-year career in the private sector working for an international mining company in Papua New Guinea and the Philippines and as a Chartered Accountant in his home of Sydney, Australia. He holds an MBA from the University of Newcastle, is an Australian Chartered Accountant and holds a Bachelor of Economics (in accountancy and legal studies) from Macquarie University.
Executive Director of the Investment and Development Fund of Montenegro
Irena Radovic is a highly accomplished professional in the field of sustainable finance and corporate social responsibility. As the Executive Director of the Investment and Development Fund (IDF) of Montenegro, she has made history as the first female head of the national development financial institution. Her impressive career spans over 20 years in banking, finance, and diplomacy, and she has held several senior positions, including Vice Governor of the Central Bank of Montenegro and Ambassador of Montenegro to France and UNESCO Executive Board.
Ms Radović's commitment to driving change towards a sustainable future is reflected in her membership in key national councils such as the National Competitiveness Council and the National Sustainable Development Council. She is also a Board member of the Chamber of Commerce of Montenegro and the National Privatisation Council.
Ms Radović's academic achievements are equally impressive, with a PhD in Economics from the University of Montenegro, an MPhil in International Relations from the University of Cambridge, United Kingdom, and a Master's Degree in Economics from the Consortium for Research and Continuing Education in Economics. She is an alumna of the Ecole Nationale d’Administration and All Souls College, University of Oxford.
Ms Radović's many accolades include the Legion d'Honneur, awarded to her in 2022, making her the first woman in Montenegro to receive the prestigious honor. Since September 2021, Yngve Engström holds the position as Head of Cooperation at the EU Delegation to Montenegro, overseeing the programming and implementation of EU pre-accession support.
Following a career in the Swedish national administration, Mr Engström started at the European Commission in 1996 and has held different management positions dealing with enlargement policy and the Western Balkans.
Mr Engström has worked at the EU Delegation’s to Serbia, Albania and Turkey, and has headed the unit for Regional Cooperation in the Western Balkans and Turkey in DG Enlargement.

Diana Milev Čavor, graduate in economics, has been working as a program coordinator at the NGO Eco-team since April 2019.
The mission of Eco-team is to improve the state of the environment and build a future in which people will live in harmony with nature, preserving biological diversity and ensuring that the use of natural resources is sustainable.
Milev Čavor is in charge of the coordination and implementation of projects in that area, in order to protect the environment and preserve natural resources.

She has over 15 years of experience in managing various projects for this region, which aim to build capacity and strengthen regional cooperation in the areas of energy efficiency, sustainable energy use, sustainable transport and urban mobility.
She is involved in the process of preparing the first National Energy and Climate Plan (NECP) for Montenegro, while in the role of observer she is involved in the work of the National Working Group for Just Transition. She directly coordinates cooperation with Montenegrin ministries, municipalities, Parliament, civil society organizations and associations, local governments. Milka Mumovic is a graduate economist with experience in energy business, energy regulation and energy policies. She worked for the power utility Elektroprivreda Republike Srpske on the power reconstruction and restructuring projects, in the Regulatory Commission for Energy of Republic Srpska, on energy tariffs and markets and since 2009 for the Energy Community Secretariat.
As an expert in the economics of the power sector, she analyses spectrum of policy instruments, from analysis of the power sector operation, costs and tariffs regulation to taxation regimes, coal subsidies and carbon pricing mechanism.
In addition, she is coordinating the activities of the ECDSO-E, a platform for cooperation of distribution system operators.
